Well, you learn basics first like forward and backward inside/outside edges which you need for edge jumps like the loop, the salchow, and the axel. You also learn three turns and mohawk turns which you use for toe loops, lutz jumps, and flip jumps. Then you just start putting the pieces together. Typically you bunny hop first to get used to hopping off the ice and landing safely on your blades - rather than your butt! Then you learn a waltz jump, half flip, or a ballet jump. After than, you can learn the other stuff. You can practice the motions of your jumps off ice, which is definitely recommended, but you obviously won't be able to practice your landing ride out.

Skaters learn how to do jumps by learning the basics of skating. There are different levels, each level there is a harder jump. It goes from a hop then adding a turn to the hop. All the jumps are learned as a half jump for example a half toe walley. Then from there a toe loop, then a double toe loop. You just work your way up.
