Yes it does. Ropes signify the barrier, thus if khali's foot was under it, he passed the barrier, so that means Cena should have been DQed for holding on too long. And Chioda should be fired. =P

Yes, the ref is supposed to stop the count or break the hold if there foot is on the bottom rope or under it. that's why thye always tend to move the guys towards the middle before the pin.

yes if the foot is under the rope or on the rope then the wrestler applying the hold has to let go.
